LOW COST/NO COST/FAMILY LAW SERVICES:
The following non-profit agencies provide family law services at low or no cost. This is a not a comprehensive list. NOTE: Feinberg & Waller, APC is not responsible for the type of service you receive from the listed agencies and firms listed.
HARRIET BUHAI CENTER FOR FAMILY LAW

With the help of volunteers, the Harriet Buhai Center For Family Law provides family law assistance and legal education to the poor. The staff is bilingual in English and Spanish.
THEY HELP: Low-income women and men who can show they:
- have limited funds, with proof of their monthly wages or other sources of income and any property, and
- live in Los Angeles County, and
- have a family law or domestic violence case in Los Angeles County and can come to their office for assistance
TYPE OF CASES HANDLED:
- Determining custody and visitation rights of children
- Collecting child support for children including their health and child care expenses
- Obtaining restraining orders protecting persons and property
- Establishing paternity for unmarried parents
- Obtaining permanent separation of married persons by divorce
- Establishing rights to community and separate property
- Collecting spousal support for married persons including health insurance
COSTS: Services are not free. Donations are gladly accepted.
Clients are responsible for paying court costs, such as filing fees. However, the court may waive a portion or all of these fees if the person’s income is low enough to fit within the fee waiver guidelines.

APPOINTMENTS: New client in-take and orientation are on Thursday afternoons and Friday mornings. For appointments call Monday through Friday, between 8:30 a.m. – 12:00 p.m. and 1:00 p.m. – 5:00 p.m.
Clients are assigned to a legal team consisting of an attorney and a legal assistant who will manage their case.
At the first consult, new clients must bring with them:

- proof of income, debt, assets and expenses
Levitt & Quinn Family Law Center gives priority to cases involving children.
People who go to this clinic seeking help are low-income working poor people. These are people who earn too much money to receive government funded legal aid and earn too little to afford a private attorney.
COSTS: All clients are charged a sliding scale fee based on their monthly income and the number of family members living in the household.

LEGAL AID FOUNDATION OF LOS ANGELES (LAFLA)
Legal Aid Foundation of Los Angeles (LAFLA) has six offices located in different communities. They also have three Domestic Violence Clinics, located at the Superior Courthouse in downtown Los Angeles, the Santa Monica Courthouse and the Long Beach Courthouse (see locations below).
LAFLA operates four Self Help Legal Access Centers located in the Inglewood, Long Beach, Santa Monica and Torrance Courthouses. The Centers are walk-in clinics that offer individuals who are representing themselves legal information, assistance in preparing legal forms, guidance on a variety of civil matters, including evictions, divorces and paternity actions, and civil harassment. Referrals to private attorneys or other legal services programs are provided.
The Centers are open on the following days and times:

OFFICES THAT HANDLE FAMILY LAW:
Family law attorneys seek to help survivors of domestic violence get protection for themselves and their children in a variety of ways. Each week, LAFLA operates Walk-In Clinics that address family law issues, including domestic violence restraining orders at the Toll Family Law Counseling Center located in the downtown Los Angeles Courthouse, the Long Beach Courthouse and the Santa Monica Courthouse.

The Lawyer Referral and Information Service (LRIS) of the Los Angeles County Bar Association is a nonprofit public service that allows members of the public to find a qualified attorney and get general information about common legal issues.

COSTS: There is no cost to access information through the LRIS and there is no fee to get a referral to an attorney.
All LRIS attorneys charge fees. LRIS attorneys do not provide pro bono legal services. Every LRIS attorney has proven that he or she is qualified in a particular area of law practice and has met many qualifications standards. The LRIS can refer clients to an attorney in just about every area of law practice and in many different language and location requirements (limited to Los Angeles County).

The Office of the Family Law Facilitator assists parties with child support, spousal support and health insurance issues. The staff consists of attorneys and paralegals, which will meet with parties individually to attempt to resolve their support issues. The staff does not give legal advice nor does it represent a particular party in an action. There is no confidentiality nor attorney-client relationship created or intended between the office and a party.
Each day, the office serves parties referred by the courts, parties through appointments at most court locations, and, if time permits, walk-in parties. The office does not provide assistance over the telephone other than to make appointments or to answer general questions. Calls to any Facilitator Office should be made between 8:00-9:00 a.m.
The Office of the Family Law Facilitator does not charge for its services nor does it accept contributions.

The Family Law Self-help Center is located at the Ventura Courthouse (Hall of Justice, 800 S. Victoria Ave., Ventura, CA 93009) on the fourth floor, in Room 400 outside of the family law courts. Family Law refers to dissolution (divorce), legal separation, child custody and visitation disputes, child and spousal support, property and debt division and restraining orders.
The Family Law Self Help Center is staffed by the Family Law Facilitator, attorneys, administrative staff and volunteers. You may receive help in selecting and completing the appropriate forms, with information regarding the status of your case, and general legal information regarding all aspects of family law and procedure. You may also use one of the available computers to run a child support calculation called a “Dissomaster.”
The staff cannot represent you and your conference with the staff at the Center is not confidential. You will be helped on a “first-come first-served” basis. Service is limited to the first 40 people each day. As Spanish interpreters cannot be guaranteed, those in need of an interpreter should bring their own interpreter as well as someone who can help them to complete the forms in English.

The CAVC Legal Department provides no cost and low cost legal services for residents of Ventura County in the areas of Family Law, Housing and Landlord-Tenant Disputes, Restraining Orders, Guardianships, Conservatorships, Civil Matters, Wills, and general legal information.
The CAVC Legal Department is funded by grants from the State of California, the Justice Department and the various cities in Ventura County. The California Department of Community Services & Development, the cities of San Buenaventura, Santa Paula, and Simi Valley provide these grants to the CAVC to enable CAVC to provide “no cost” legal assistance to the low income, homeless, and other disadvantaged residents of their respective cities/ counties. The State of California has income guidelines that must be met in order to receive these no cost services.
CAVC’s Legal Department also provides legal assistance at reasonable rates for clients that do not qualify for “no cost” services under the CSBG or CDBG grants. There are many residents of Ventura County that do not meet the income guidelines required by the State of California but also do not have the income to afford a document preparation service or paralegal service, much less the services of an Attorney. For this reason, the Legal Department of the CAVC has developed a program to meet the legal needs of this community. The fees charged are much more affordable in comparison to other discount legal providers serving the same demographics.
